Matrix room directory not viewable from other servers #11

We would like it to be viewable.
Error says "You are not allowed to view this server's rooms list"

Network console shows HTTP 403 response for /_matrix/client/r0/publicRooms?server=woodbine.nyc&limit=1 from (remote) homeserver.

Viewing directory from own homeserver's Element installation (https://chat.woodbine.nyc/ for Woodbine instance) works.
